For the more simple amongst us, appropriated funds in an FY have to be obligated in that FY. Not distributed or spent.

I and others have pointed this out months ago and it has been ignored by everybody engaged in the left's latest temper tantrum. They don't care that they are hypocrites. They didn't get their way in 2016 and the voters need to be punished for choosing the wrong candidate.

It's difficult to say because as of November 19th of last year, "$35 million in Pentagon aid hasnít reached Ukraine, despite White House assurances."

(that's almost 15% of the aid)
