CHICAGO (SUN TIMES MEDIA WIRE) - A man was shot to death Tuesday morning while attempting to rob a woman in the Fernwood neighborhood on the Far South Side, police said. About 5:45 a.m., the man, 19, approached the woman, 25, in the 400 block of West 103rd Street, displayed a weapon and tried to rob her, Chicago police said. The woman, who was a concealed carry holder, took out her own weapon and fired one shot, striking him in the neck, police said.

The man left the scene and found a block away, police said. He was taken to Christ Medical Center in Oak Lawn, where he died, police said. The Cook County medical examiner's office has not released details about the death.

She’s what, one of the the three or four people with legal cow permits in Chicago.

I was curious enough to look it up but only found a count for the entire state:

As of June 2017, there were 246,769 active concealed carry license holders in Illinois, according to Illinois State Police statistics.

And surprise! Chicago has VERY strict carry laws, from what I briefly read in the process, that look to make carrying concealed a PITA. Tons of carry prohibited places.
