Gov. Kathleen Blanco Refused Bush Aid
Though her state has been devastated by Hurricane Katrina and thousands are believed dead in New Orleans, Louisiana Gov. Kathleen Blanco has refused to allow the federal government to take control of evacuation efforts.
The Louisiana Democrat had also failed to use more than a hundred school buses parked near the Superdome to transport stranded citizens who didn't have the means to obey earlier evacuation orders.
State and federal officials also told the Post that Gov. Blanco did not reach out to a multi-state mutual aid compact for assistance until Wednesday - more than 24 hours after New Orleans descended into chaos.

Blanco's predecessor, Mike Foster, disliked the idea of traveling extensively to seek economic development for the state. Governor Blanco has shown no such reluctance. She has visited Nova Scotia, and in December 2004, visited Cuba to boost trade with the state. On her controversial visit to Cuba, she met with Cuban President Fidel Castro. As of 2005 Governor Blanco will also be visiting Asia (primarily Japan, South Korea, and Taiwan) in the near future.

On September 1, 2005, Governor Blanco ordered National Guard troops to "shoot and kill" rioters and looters. [1] She was also criticized for having only a minor subset of her available National Guard troops standing by on ready, and not being able to supply relief supplies and standby medical or other first responder personnel to New Orleans Mayor Ray Nagin for the victims of the hurricane. A Newsday article by Jim Pinkerton, for example, reveals "The Louisiana Guard has about 11,000 members, of whom 3,000 are in Iraq. And yet, of the remaining 8,000 in the Pelican State, fewer than half were on duty the day Katrina struck." [2] In fact, Blanco had accepted an offer of National Guard reinforcements from New Mexico Governor Bill Richardson, leaving un-deployed Louisiana National Guard units free to relieve the initial operation. Though this agreement was made on August 28, before Katrina hit New Orleans, the required approval from the federal government was withheld until September 1.[3] An article in the Washington Post quoted anonymous sources as saying that "Louisiana did not reach out to a multi-state mutual aid compact for assistance until Wednesday".[4] No information was given as to what compacts these were nor why these sources were unaware of the agreement between Louisiana and New Mexico, and one of the sources claimed falsely that Governor Blanco had yet to declare a state of emergency.

With people in desperate need of help, Blanco needed 24 hours to make a decision on how to work with the federal government.
According N.O. Mayor, Ray Nagin, when he expressed concern about the coordination of relief efforts President Bush and Gov. Blanco privately talked about the situation. The result of that private conversation was Gov. Blanco saying she needed 24 hours just to make a decision about the options. It would appear that whatever issues she had with the President or federal government affected her ability to make decisions for the well being of LA citizens.
