Indianapolis Public Schools Promise Racial Equity

After decades of failing minority students, this school district is pushing for racial equity. Here's how.

INDIANAPOLIS — After decades of segregation, of failing to educate and serve all students equally, of “privileging the prejudice of white parents over the well-being of Black students,” a new era has begun in Indianapolis Public Schools.  The IPS Board of School Commissioners unanimously adopted a new racial equity policy and resolution affirming that Black lives matter last week, naming the ways in which the district has failed its Black and brown students in the past and committing to doing better in the future.

The school district is the largest in Indiana. Eighty percent of the students it serves identify as Black, Hispanic, multiracial or an ethnicity other than white. Still, white students far outpace their Black and brown counterparts on state tests, and the vast majority of the district’s teachers are white. And despite the racial makeup of the district, some of its highest-performing schools are majority-white and inequities in access and opportunity persist.  That needs to change, said school board president Michael O’Connor.

“We must address the reality of the knee of the white community on the neck of the Black community,” O’Connor said, “a knee that may not always extinguish the precious gift of life but certainly has been used to limit the oxygen of fair and equitable access to life, liberty and the pursuit of happiness.  “What those of us in the white community must now recognize is this: Simply removing our knee from the neck of the Black community isn’t enough. We must extend a hand and the warm embrace of equity, that we must assure and provide equitable access to education, economic opportunity and all the tools that allowed so many of us – people like me – to succeed. That is, indeed, what we are starting to say.”

The performance of the Indianapolis Public Schools is bad by any standard.  They spend $18,700 per pupil each year, which is 60% more than the statewide average.  Yet, student proficiency in math in the Indianapolis Public Schools is 29% vs. the statewide average of 54% (source:  Public School Review, link  https://www.publicschoolreview.com/indiana/indianapolis-school-district/1804770-school-district     Indianapolis Public School students are 40% proficient in reading vs. the statewide average of 63%.  Yet, the student/teacher ratio in the Indianapolis Public Schools is 13:1 vs. the state average of 17:1.  They are not underfunded or understaffed.  They just under-educate.  

The problem, according to the school board's President, is "the reality of the knee of the white community on the neck of the black community", but "simply removing our knee from the neck of the black community isn't enough.  We must assure and provide equitable access to education, economic opportunity and the tools that allowed so many of us to succeed."

Then, how do they propose to do this?  First, they will reduce the number of policemen in schools.  They will apply school discipline to unruly students by racial quota, although they will not call it that.  They say they will be "auditing all practices to identify and reduce racial disparities and prioritize student safety."

 Next, they will favor black-owned businesses as suppliers under their Supplier Diversity Policy. 

Next, they will bring back busing although they will not call it that.  They call it "Approving uniform and reduced proximity boundaries for all choice schools to mitigate the impact of structural, racial housing segregation on access to high demand choice schools and programs, and to promote enrollment diversity" along with "Supporting universal transportation throughout the district to reduce barriers to students and families to the choice programs and schools of their choosing."  

Next, they will hire teachers by racial quota because in the first place, "All students of every race benefit from having black teachers and black leaders. Research demonstrates the positive impact of having teachers and school leaders with racial and cultural backgrounds that reflect the students that they teach..."  Get it?  Students benefit from having teachers of their own race unless the students are white, in which case they benefit from having black teachers.  

Next, the District will make Juneteenth a district holiday, which is pretty odd considering that by June most public schools are already closed for summer.  It's a nice gesture, though.  

Finally, the Indianapolis Public Schools will adopt the Males of Color Pledge.  If you have never heard of the Males of Color Pledge, it is a pledge by a school district to educate colored males better than they have been doing.  It occurs to me that when only 40% of a school district's pupils are proficient in reading, they need to do a better job of educating the other 60% whatever their race or sex.  But, the above policy is what the Indianapolis Public School plans to do.

So they are going to stop teaching white students to pull them down to the level of the minority students? Moral of this story? If you are white, pull your kid out of these schools and home school or go to a private non-governmental school. These people will ensure your child is stunted and retarded more so than the left already does in college.

So Indiana hired a racist to teach all the children. Good job Indiana. Time to look for new people to do the job.

So no more are we equal, we are now subjects of the minorities are we? Subjugation is the goal, not equality.

O'Conner is full of O'Bullsh**... and so are his "solutions".

When you see numbers like this. almost 20,000 per pupil, that means they have a large illegal problem, and they also have a massive union problem. The illegal costs are hidden in as taxation on the citizen students. Thus the numbers roll up. The same is done in LA County schools, where they were in the 80's spending 12,000 / child while the national average was about 5,000. The double costs were adding in and hiding the cost of illegal alien children in our school systems.

White Flight has sent A LOT of the white students to the surrounding donut counties like many major metropolitan areas.  Indianapolis / Marion Country has been doing its best for 20 years to remodel itself into Detroit. All of the surrounding counties have excellent schools, low crime, etc too.  Funny how that works.

 

I do not understand how a child who cannot read in 1st grade gets to 2nd grade, how a child in 2nd grade gets to 3rd, etc.  There should be criminal neglect charges or worse for the parents and every teacher that child has if it finds itself in 10th grade and cannot read, write or do basic math.

Nothing a school district does will change the fact that children raised in two-parent homes are more likely to graduate from high school, less likely to have trouble with the law, etc., etc. Yes, some children from single-parent homes do OK and no, there shouldn't be any stigma for kids from whatever home situation because they've got no control over it. But if people really want children to do well then the statistics say the best bet is: Don't have kids until you're married. Don't get married until you have a job. Once kids are in a bad home situation then schools should do their best to educate them, but different results in the end don't mean that the schools did something wrong in not changing something not in their control.

Not necessarily.  A teacher or principal who has suspended more black students than his or her quota allows can still make his or her numbers by suspending some white ones.

Wow. Forget hip waders, one would need a full on commercial diving suit for the amount of BS bursting forth from Indianapolis.

Also notice, the more they throw these buzzwords and phrases in to make a nearly incoherent statement really shows they don’t want the reader/listener to actually understand their meaning or intention.

It seems to me that something is wrong with the adults who allow their children to remain illiterate and to continue to fail while the officials in charge of the school system et al CLEARLY are serving a different agenda, because making sure that the children are able to read, write, add and subtract is NOT their focus.

So, WHAT IS?

My nephew sure got warped by an Indiana University education.

He went full progtard recently after getting engaged again to another far left whack job girl.

He had shunned our holiday family cookout this year too.

He had told his father only a week ago that he and all boomers like me and my other brother should all do his generation a favor and die ASAP. Where have we heard that crap before? None of us have ever said a thing to him to provoke such an angry leftard statement like that? It just came up right out of the blue! He has had that girl to really get into his head and wreck him good after he got jilted only 9 months ago by another progtard whack job that he was engaged to. He has told her some really awful lies about my family and our political views too. He never used to be like this before? He never was a problem child, never got into trouble before ever. He never was a disrespectful rude smart ass douche up until now. He is going through a mid-life and personal identity crisis ever since he got jilted. He blames others for all of his past and present problems that had nothing to do with it.

When we ask him why he has such a sudden negative view of us and politics he says that he doesn't care to talk about it. He admits that he doesn't know nor care about any facts and that they don't matter to him, but yet we are all wrong in his beliefs but he doesn't even know why or can explain why?  Nothing but crybaby snowflake emotion. My brother simply called his new dog (a pug) a "he" when it was a she. My brother did that a second time by accident and the little shidt was suddenly huffing puffing bowing up ready to fight over just THAT? WTF? Again, totally unprovoked! Again, mostly likely due to that new leftard girl? He has obviously chosen her over his own family even though we have met her and get along with her at family gatherings. They are probably putting on a good behavior act to our faces yet talk shidt about us behind our backs because we are conservatives? We only suspect and we think this is the case. These lefties these days have real anger and tolerance issues for sure.

Liberalism/progressivism are indeed for the intellectually lazy emotional crybabies and it switches off all of their reason and logic. It eats people up like cancer. Much like how crystal meth addles the brain of the users.

He's truly gone over to the dark side. A sad weekend for my family indeed.

Now I will have to change my will. I won't give a cent to anyone that hates me for such stupid reasons that they will not explain. I've never said a mean or critical word to him ever. No more favors. He will have to hire/pay someone for every repair to his house from here on out or to haul something for him in a truck.

This is really about the Soft Bigotry of Low Expectations played out inner city public schools around the country.

A friend of mine's daughter attended Indianapolis Public Schools, and was all A's, honors/AP classes, etc.  When they wanted her to go the next year to a better school in the district with academic pluses that would help her, they told them no (so she could hold the grade point average/overall testing scores higher for that school).  They did what everyone else does and moved to the county outside of Indianapolis.

Because they put their child's well being and education first they took action.

That's what all parents should do, and if they don't have the wherewithal to move, because alot of people don't have that option, then they should make a stand and DEMAND that the public officials in charge of the schools do something and stick to it until the changes are made.

Illiteracy has a very easy remedy and everyone's tax dollars go toward that fix, whether they have children or not.

The fact that the people in charge of public education are milking that teat raw without any results is absolutely unacceptable on every level and the parents should have been screaming about this long ago.

Sounds like they are talking about bussing.

I guess they believe that placing poor performers in good schools will magically make the poor performers do better.

Something that really stands out to me in the article, unless I missed it, was the total lack of personal responsibility on the students or the parents.  It seemed to be saying it is all "whitey's" fault.  It is so much easier to be friends than deal with a parent/child relationship, so many kids run wild.  They say Dr. Spock ruined a generation of children, I would say it has now grown to several generations.   As I recall wasn't this tried before, like an Obama reg about keeping thugs in school instead of kicking them out or sending to juvenile hall for a stay.  It was brought to light during that school shooting in Florida.  This was in St. Paul, MN.,  “The district is not suspending students for fighting, theft, drugs and alcohol in an effort to show less students of color are suspended,” Ekblad said, adding that the administration has even paid principals as much as $2,500 in bonuses for low suspension rates.  In just the first year after Obama in January 2014 issued his new discipline guidelines — which came with threats of federal investigations and defunding — schools saw more than 160,000 “physical attacks” on teachers across the country.  Ignore the facts, it's way easier to blame "whitey".  Hopefully folks can vote with their feet.  I left Cali over 15 years ago to vote with my feet.  I knew I was giving up half of my earning potential, but I couldn't take the state where I was born any longer.  I have no regrets.  Maybe your child's education might be worth more than everyone with their own Iphone, Ipads, giant screen tv's, video games, cable subscriptions with 600 channels, HBO, Netflix, new cars and trucks,  new wake boat and $300 dollar tennis shoes.  If I lived in that school district I would be looking at private school or getting the house ready to put on the market while you still might be able to sell it.  As people flee these failing inner cities the cost of rural homes are going up, time to leave folks while you can.  Sorry on the long post, these failing public schools get me worked up.
